- 同cluster中的lbagent
   - vrrp virtual_router_id, preempt, pass必须相同
   - vrrp priority必须不同
 - 同zone不同cluster中的lbagent
   - vrrp virtual_router_id必须相同
 - 创建时若不满足以上条件，则创建失败
 - 更新参数时同时更新同cluster的peer lbagents
