feat: Add various Proxmox VE helper scripts for monitoring, installation, and configuration

- Introduced `monitor-all.sh` for monitoring and restarting LXC and VM instances based on ping status.
- Added `netdata.sh` for installing and uninstalling NetData on Proxmox VE.
- Created `post-pbs-install.sh` for post-installation routines specific to Proxmox Backup Server.
- Developed `post-pve-install.sh` for post-installation routines specific to Proxmox VE.
- Implemented `scaling-governor.sh` to manage CPU scaling governors and set crontab for persistence.
- Added `update-lxcs.sh` for updating LXC containers with options to exclude specific containers.

3. 首次使用会提示下载所有工具
4. 下载完成后选择需要的工具执行
